Initially, your use of MSAA is in keeping with Maryland’s COMAR advice: “Before engaging in contracting, an agency should consider whether it can meet its needs with State resources, including utilizing existing employees, Interagency Agreements or MOUs.” Therefore, your hiring of MSAA is a wise business decision to take advantage of MSAA’s considerable advertising experience and sensitivity to the requirements of the state procurement regulations.
